PERRA is pleased to announce the launch of the ERRA Interns Program. Students of Schools, Colleges/Universities of the earthquake affected area are invited to serve as interns to contribute time, knowledge and skills to the post-disaster reconstruction and rehabilitation activities of PERRA and District Reconstruction Units (Abbottabad, Mansehra, Battagram, Shangla and Kohistan.)
Working in PERRA and DRUs for different assignments, participants will have a unique opportunity to attain social awareness regarding post earthquake disaster activities & make a significant and valued contribution to the organizational capacity of one of the largest and most important reconstruction and rehabilitation projects and further enhance their own expertise and experience. PERRA's projects involve different programme sectors ranging from seismically-resistant rural housing, Urban and Town planning, Education, Health, WatSan, building of public and community physical and social infrastructure to social protection of vulnerable groups.
General Qualifications for interns:
Students of Schools, Colleges/Universities between 18 to 30 years of age at the time the Internship begin.
Have the capacity and willingness to handle administrative tasks.
Have computer skills.
Have communication skills (spoken, but also written).
General Information
Selected candidates will be awarded certificates after successful completion of internship programme, which will further enhance their credentials.
Internship will not guarantee any job in PERRA/DRU.
Stipend and T.A/D.A will not be paid to the Interns.

The World Bank approved the credit against the Earthquake

TORs/Job Responsibilities for Project Coordinator (PCU)
Background of the Project
Project is part of the approved Asian Development Bank funded Earthquake Emergency Assistance Project loan No 2213.Pak (SF), Grant No 0029 & 0037. The loan/grant is supporting reconstruction in the health, education, power and roads sector.
In Education sector, ADB has opted to reconstruct light gauge cold formed galvanized steel structure primary, middle and high schools in the District of Battagram and Shangla of NWFP. A Project Coordination Unit (PCU) based in PERRA will be established, which will coordinate all these activities with the Elementary & Secondary Education Department, NWFP and newly established Project Implementation Unit (PIU) at Battagram. PCU will be leading the implementation of the project.
Objectives of the project
a) To engage consultants to supervise construction of schools
b) To supervise formulation and mobilization of School Management Committees/Parents Teachers Councils.
c) To procure furniture to all the schools to be reconstructed under Norway and Belgian grant through ADB for primary, middle and high schools.
d) To procure equipment for middle and high schools as required under the ERRA strategy for education.
Duties and Responsibilities
The Project Coordinator (PC) will be responsible for day to day management of Provincial Coordination Unit, including general and financial administration, work planning, progress reporting and monitoring of the implementation of the project activities. He/she will work under the supervision and guidance of Secretary cum DG, PERRA and will be keeping close liaison with Secretary Elementary & Secondary Education Department, NWFP. The PC will have the overall responsibility for the management and coordination of the project operations at the provincial level and must be familiar with ADB procurement rules and guidelines. He/She must be problem solving and result oriented and must respond flexibly and positively to change through active involvement and have ability to provide innovative and practical solutions to challenging situations.
The PC will be responsible for the following technical and managerial tasks:
Take lead in establishment of PCU, including procurement of equipment, furniture and hiring of consultants as per ADB procurement rules;
Undertake overall organization and coordination of the project activities;
Work with government and other partners to implement light gauge cold formed galvanized steel structure primary, middle and high schools in the Districts of Battagram and Shangla of NWFP;
Coordinate & supervise formulation and mobilization of School Management Committees/Parents Teachers Councils;
Coordinate procurement of furniture for the schools to be reconstructed.
Coordinate procurement of equipment for middle and high schools as required under the ERRA strategy for education
Set up and maintain project documentation system;
Collect project related information data;
Update plans;
Organize project related events; e.g. workshops;
Coordinate project revision control;
Establish document control procedures;
Compile, copy and distribute all project reports of PIU;
Coordinate the financial management tasks in coordination with Financial Management Expert, PERRA;
Review technical reports;
Monitor technical activities carried out by responsible parties;
Ensure that Project Quarterly Progress Reports are prepared and submitted on time, and according to standards in terms of format and content quality;
Perform oversight activities, such as periodic monitoring visits and “spot checks”.
Manage the Provincial Coordination Unit, applying administrative and financial procedures as required under the ADB procurement guidelines and procedures;
Act as focal person on behalf of ADB during implementation of the project activities in the province and provide institutional backstopping to the S&L department and PERRA;
Assist the S&L Department in coordination of project activities with PERRA, ERRA, ADB as well as concerned District Governments and implementing agency in the project area;
Work closely with the concerned sectoral coordinators for cross-sectoral integration;
Documentation and dissemination of lesson learnt and best practices to the provincial line agencies after completion of project;
Identification and resolution of project implementation problems;
And perform any other task as and when required by the Provincial Government/PSC.
Experience:
At least 5 years of professional experience in planning, development and implementation of projects;
Proven track record of implementing and managing donor funded projects;
Demonstrated ability to generate policy dialogues amongst multi-sectoral stakeholders;
Excellent partnership building and advocacy skills;
Excellent report writing and communication skills;
Experience of operationalizing and managing a project M&E system;
Computer literate in MS office packages (MS Word, Power Point & Excel);
Leadership qualities and working experience with government agencies.
Muhammad Hamayun assumed the charge of his office here on Thursday 3rd January 2008. He replaced Mr. Habibullah Khan who was posted as Additional Chief Secretary FATA.
